A report in the Metro on the?Criminal Justice Joint?Inspection report on rape said that rape prosecutions are being hindered because police and prosecutors are failing to check the criminal records of foreign nationals. The CPS is a prosecuting authority and is not responsible for checking the criminal records of individuals nor does it maintain the criminal records of individuals. The Metro also said the report was by the police inspectorate and Crown Prosecution Service. The report was a joint one by HM Inspectorate of Constabulary and HM CPS Inspectorate, which is an independent organisation to the CPS.
