All practicing solicitors in England and Wales can apply for an identity card and be admitted to the Professional Users Access Scheme operated on behalf of HMCTS. The benefits and obligations of the scheme are contained in the link below entitled Conditions of Entry. The LCCSA will also issue identity cards and permit access to the PUAS for CILEx members who have obtained rights of audience, so are a CILEx Advocate (Civil, Criminal or Family), or a CILEx Litigator and Advocate (Civil, Criminal or Family).
The ID card also meets the criteria set by the Standard Crime Contract July 2017 Specification, para 6.63 which specifies all staff undertaking police station duty solicitor work carry an identification card as specified by the Legal Aid Agency. It is therefore acceptable proof of identification and qualification that will be accepted by police forces in England & Wales.
Cards issued by the LCCSA have the holder's photograph digitally imprinted and are renewed annually for added security. The cost of the card is included in the annual membership subscription. For non-members, an annual fee of £36 is charged. Please note, the administrative charge will still apply to those who hold or have held one of our police station identity cards. Further it is the responsibility of the applicant to check they are eligible before they make payment. If, after applying, our checks reveal a person is not eligible we would not ordinarily issue a refund.
