Where an offender met the criteria of dangerousness for the purposes of the Criminal Justice Act 2003 s.225, the public could properly be protected by a sentence of imprisonment for public protection instead of a life sentence. A life sentence should be reserved for those cases where the culpability of the offender was particularly high or the offence itself was particularly grave.
