A repatriated prisoner serving the remainder of his sentence for drug offences had not been discriminated against with regard to early release as compared with prisoners convicted abroad of sexual or violent offences, as he was not in an analogous position to such offenders. The difference in treatment was justified because the legislation relating to early release for determinate sentences had changed before the prisoner had been repatriated, and there could be no possible complaint because parole had been abolished in relation to determinate offences.
