Predicting a prison riot isn't, most people agree, good practice; it puts ideas in heads. But nor is the opposite: denying a crisis that is palpably apparent. Chris Grayling this weekend said that the system is coping fine, despite a rising prison population, falling staff numbers and deep funding cuts.
