The provision in the Road Traffic Regulation Act 1984 s.85(4) that a motorist could not be convicted of a speeding offence unless road traffic signs gave adequate guidance as to the speed limit to be observed, or complied with directions issued by the secretary of state, was to be interpreted as requiring such signs on the road leading up to the point of enforcement, and not within the whole area to which that particular speed limit applied.
