[2011] NICA 73

The Parole Commissioners' Rules (Northern Ireland) 2009 Pt 3 did not apply to recalled prisoners serving determinate custodial sentences. The practice and procedure for such prisoners was governed by Pt 2, which did not confer any entitlement to an oral hearing in relation to a recall decision.
