[2012] EWHC 2141 (Admin)

A Police Authority's refusal to grant a sub-contractor security clearance had a sufficient public law element to found a claim for judicial review. Where a Police Authority refused to grant an individual security clearance, it could not lawfully rely on a blanket policy of not giving reasons in order to justify its decision.
