Where the Serious Organised Crime Agency had brought forfeiture proceedings under the Proceeds of Crime Act 2002 s.298 and a number of interested parties had joined in pursuant to s.301 of the Act claiming ownership of the property seized, those parties were "complainants" within the meaning of the Magistrates' Courts Act 1980 s.64 and costs orders could be made in their favour.
