England and Wales' top judge, Lord Chief Justice Lord Woolf, is to unveil controversial new guidelines on sentencing criminals on Monday.

The Home Office has already rubbished press reports that some murderers could get lighter sentences under the new proposals.
But the Tories have attacked the guidelines, which aim to encourage guilty pleas with lighter sentences.
