PUBLISHED March 26, 1997As it was impossible for an application for leave for judicial review of the Home Secretary's refusal to exercise his powers to refer a criminal conviction to the Court of Appeal to be determined before the Home Secretary was deprived of those powers, the application was dismissed as a purely academic exercise.
