A local authority had not acted unlawfully in determining that a 21-year-old prisoner whose parole hearing was imminent was not eligible for supported, therapeutic accommodation if released. The local authority had fulfilled its role in carrying out assessments, but was obliged to give formal, written notification of its position for the Parole Board to consider.
