[2011] EWHC 128 (Admin)

The Parole Board when providing advice as to the suitability for transfer to an open prison of a prisoner imprisoned for public protection, in response to a request by the secretary of state, was required give such advice in accordance with the Parole Board Directions issued in August 2004 in relation to release, recall and transfer of life prisoners.
