The provisions of the Courts Act 2003 Sch.5 Pt 9, under which fines officers could issue or implement further steps notices, were not applicable while an application by the magistrates' court under Sch.5 Pt 3 asking the secretary of state to make deductions from amounts payable to the convicted person by way of benefit was still pending.
