Where a plea and case management hearing had to be adjourned because the Crown Prosecution Service had failed to prepare adequately, it was not open to a Crown Court judge to make a costs order against the CPS and in favour of the barrister representing the defendant under the Costs in Criminal Cases (General) Regulations 1986 reg.3 and the Prosecution of Offences Act 1985 s.19(1).
