Private jails project put on hold

Plans which could have seen three prisons in Kent moving into the private sector have been put on hold.

Elmley, Standford Hill and Swaleside prisons, all on the Isle of Sheppey, were earmarked for so-called "market testing" in March.
The process involves private firms being invited to compete with the public sector for management control.
