Thousands of unlikely yobs were put on notice yesterday that their careless ways with sweetpapers, chewing gum and even unwanted fridges may lead to a new corps of environmental police.

A pressure group and a committee of MPs produced simultaneous reports denouncing the "farcical" leniency which saw only 169 people in Britain fined for dropping litter last year.
