The fact that the appellant had been told by a police officer that failure to supply a sample for analysis contrary to s.7 Road Traffic Act 1988 would not result in certain disqualification, was as a matter of law capable of amounting to a special reason for the purposes of s.34 Road Traffic Offenders Act 1988.
