Procedural fairness did not require a Local Area Protection Panel to afford a person an opportunity to be heard prior to his criminal trial before categorising him as potentially dangerous under Public Protection Arrangements Northern Ireland guidance. The decision was a preventative and protective decision which did not engage the European Convention on Human Rights 1950 art.6, as the decision was not decisive of any of his rights.
