Election pledge 'broken' on frontline policing

Jack McConnell, the First Minister, was accused yesterday of breaking an election pledge to put more police on frontline duties when it was claimed there were only 100 officers on the beat in Scotland at any one time.

Officers claimed that morale was at an all-time low when they released the figures at the Scottish Police Federation's annual conference in Peebles.
