To order an accused to pay costs to a prosecutor for which the prosecutor was not liable was neither just nor reasonable within the meaning of the Prosecution of Offences Act 1985 s.18. However, the section did not necessarily prevent the recovery by a prosecutor of fees that it was to pay to another body as reimbursement for costs paid by that body in the course of the investigation of the offence.
