The service of a notice under the Police (Conduct) Regulations 1999 reg.9 did not amount to a criminal charge within the meaning of the European Convention on Human Rights 1950 Art.6, and in consequence an investigation conducted in accordance with the Police Act 1996 Part IV and the Regulations would not engage Art.6.
