The right to seek parole was not a right that fell within the ambit of European Convention on Human Rights 1950 Art.5 . Consequently, in order to comply with the requirements of Art.14 of the Convention, the secretary of state was not obliged to refer to the parole board, under the Criminal Justice Act 1991 s.32(2) , the cases of long-term prisoners who were liable to deportation.
