It was often the case that a candidate for a drug treatment and testing order had committed a significant number of offences to fund his drug habit. In such cases a sentencing judge must be careful not to give a disproportionate weight to the scale of offending and thereby diminish the usefulness of such an order both to the offender and to the community.
