A starting point of 15 years' imprisonment had been entirely appropriate for an offence involving six counts of encouraging or assisting crime, pursuant to the Serious Crime Act 2007 s.45, where the offender had imported substantial quantities of benzocaine and had supplied it to be used as a cutting agent for cocaine.
