A control order that had been justifiably imposed on the basis of suspected intention to travel overseas to engage in terrorism-related activities could, on the evidence, no longer be justified because reasonable grounds for suspicion no longer existed. It was important to bear in mind that the terrorism-related activity relied upon to support such orders was an intention to go abroad to assist in actions to be taken against western forces in Iraq or Afghanistan, or alternatively an intention to give aid to those who were involved in such actions. Expressions of support for Islam extremists, the sharing of extremist views or keeping company with extremists would not, alone, suffice.
