Non-receipt of a defendant's costs order was capable of constituting a good reason for a solicitor's failure to comply with the statutory three-month time limit for submitting his bill to the appropriate authority and an exceptional circumstance justifying an extension of time under the Costs in Criminal Cases (General) Regulations 1986 reg.12(1)(a).
