Police chief calls for terror tactics scrutiny

The Commissioner of the Metropolitan Police, whose officers shot dead a man wrongly suspected as a suicide bomber using a policy developed in secret, said yesterday that there had to be more open discussion of anti-terror tactics.

Sir Ian Blair said the death of Jean Charles de Menezes was a "watershed moment" and accepted that someone other than the police should scrutinise the methods developed to deal with suspected suicide bombers.
