Where the Secretary of State made an application under the Northern Ireland (Sentences) Act 1998 s.8, the task of the Sentence Review Commissioners was to make an informed assessment of risk to the public. In the instant case, there had been no error in principle in the commissioners' approach to the secretary of state's application.
