[2009] UKPC 7

In the circumstances, a delay of 19 months between the hearing of a straightforward appeal against conviction and its ultimate dismissal amounted to a breach of the guarantee of a fair hearing within a reasonable time enshrined in the Constitution of Mauritius 1968 s.10(1).
