The fact that European Community Regulations were of direct application and effect did not obviate the need for Parliament to identify with precision what conduct was to be criminal. Conduct could not be made criminal unless there were clear words in domestic legislation that imposed criminal liability by reference to present Regulations and Regulations made or amended in the future. * Leave to appeal to the House of Lords granted.
