Tories shift focus from inner cities to 'forgotten' suburbs

Tories yesterday labelled wide-ranging schemes to revive inner cities an "outdated obsession" in a policy reversal aimed at diverting resources to the country's towns and decaying suburbs.

Building on modest gains in local elections three months ago, when some towns and outer city areas returned to Tory control, the party labelled suburbia a forgotten part of England crying out for help.
