A year has passed since one of the more bizarre political scandals of modern times began to unfold. On the evening of September 19, Andrew Mitchell, then the Government chief whip, wheeled his bicycle towards the main gates of Downing Street, only to be told instead to use a side gate, which he resented. As he has conceded, he swore at the officers "and did not treat them with the respect that they deserve".
