A starting point of 12 months' imprisonment was appropriate on a count of burglary of copper piping from an empty dwelling house which had involved the targeting of particular premises and a degree of professional planning. The offender had pleaded guilty and there was strong personal mitigation, and the case was not one to be likened automatically to that of theft of copper cabling from the transport and telecommunications networks.
