The Crown Court was under a legal duty to give reasons for its decision when hearing an appeal from the youth court and a failure to do so vitiated that decision. In areas where the Prosecution of Offences (Youth Court Time Limits) Regulations 1999 were in force, it was not acceptable for the prosecution to breach court orders thus causing delay.
