Although the starting point of seven years adopted in Attorney General's Reference (Nos.48, 49, 50 and 51 of 2002), Re [2002] EWCA Crim 3165, [2003] 2 Cr. App. R. (S.) 36 seemed to be on the light side, until there were guidelines either from the Court of Appeal or the Sentencing Guidelines Council on the appropriate sentences for conspiracy to defraud, it should be assumed that seven years was about right for a fraud of that kind.
