There was no requirement for an order of the Customs and Excise Commissioners under s.145 Customs and Excise Management Act 1979 to institute proceedings for a conspiracy charge when a person had been arrested and committed for an offence under the Customs and Excise Acts. * Leave to appeal to the House of Lords refused.
