In accordance with its own policy, and the common law duty of procedural fairness, the Parole Board had been entitled to determine that a prisoner serving a life sentence was not yet suitable for transfer to open prison conditions on the basis of a review of the written materials by a single judicial member of the board rather than an oral hearing attended by the prisoner and her representatives.
