The detention of the claimant for a period of 15 months pending his deportation to Iran had not been unlawful; among other things, the secretary of state had acted with reasonable diligence and expedition in seeking to effect the claimant's removal against the background of a breakdown in diplomatic relations between the UK and Iran.
