It was vital that the Parole Board's forensic reach and discretion, to examine and take account of all matters pertaining to "risk" to the public, remained untrammelled and as broad as possible; in the instant case, it had been entitled to conclude that there had been "a clear sexual aspect" to a murder committed by a life prisoner, despite the fact that the trial judge did not determine the question of motive.
