The Immigration Appeal Tribunal was entitled to hear an appeal where an immigration adjudicator's determination of an asylum claim had lacked adequate reasoning to support the determination. It was further entitled to remit the case to a different adjudicator where it could not be confident that the original adjudicator would deal with the matter properly or expeditiously.
