The evidential foundation for the issue of a search warrant should be on the face of the information provided to magistrates unless there were good reasons for not including it there; police practice to the contrary should be changed forthwith. Further, both police and magistrates should make notes of additional information so that it could later be explained to the subject of the warrant.
