Ministers [in Scotland] are expected to announce plans for every local authority to have the power to set up managed tolerance zones for street prostitution.

Causing alarm to a third party by kerb crawling or soliciting would also be made an offence under the proposals.
It is hoped that would dissuade involvement in prostitution and encourage women not to solicit in residential areas, where they are likely to attract attention. At the moment, it is an offence for women to solicit, but kerb crawling is not illegal in Scotland.
