John Bercow is to blame

It is one of the duties of the Speaker to uphold the rights and privileges of backbench MPs against an over-mighty executive. But the holder of this ancient office must also ensure that order is maintained in the House of Commons, and that procedure is followed so as to give neither political advantage nor favour to any particular side or cause. John Bercow likes to consider himself the champion of ordinary backbenchers, and has reasonable cause to do so, given his readiness to stand up to ministers on their behalf. But he runs the risk of appearing eager to undermine the Government whenever the opportunity arises.
