Howard proposes giving police the power to close illegal gipsy camps

Michael Howard will today propose sweeping new police powers to crack down on illegal gipsy encampments.

The Tory leader will defy accusations of racism to unveil plans to turn trespass by travellers into a criminal offence and to repeal human rights legislation if necessary.
The move is part of a calculated Tory riposte to the "rights culture" undermining, as they see it, traditional British fair play.
