Sir Mark Allen, former director of counter-terrorism at MI6, was served with the papers at his London flat by representatives of Abdel Hakim Belhaj, Tripoli?s military commander, and another Libyan, Sami al-Saadi. Both men were imprisoned and tortured after being forcibly returned to Colonel Muammar Gaddafi?s regime in 2004 with apparent British connivance.
