Where there was in force an Order made under s.14A(2) Public Order Act 1986 and there was a peaceful assembly of 20 or more persons on the public highway within the area and time covered by the Order but which did not obstruct the highway, such an assembly did not exceed the public's rights of access to the highway so as to constitute a trespassory assembly within the terms of s.14A.
