Incarcerating children at Dungavel is unlawful and there should be a new procedure to monitor the use of detention within the asylum system, according to a report released today.

Amnesty International strongly criticises government policy on the imprisonment of asylum seekers and estimates that more than 25,000 people, including women and children, were detained under Immigration Act powers in 2004.
