It seems that service to clients was never in Lord Carter?s mind (see (2006) Gazette, 7 September, 24). What should be part of our motivation, he treats as a burden.

It is not the economics that will reduce standards. The philosophy that nothing matters more than reducing expense is the powerful motor that will continue to reduce the range and quality of services available to the public and demoralise all concerned.

Innocent or not, Lord Carter is simply another tool of government policy to boast of improvement while effecting destruction.
