Magistrates were not entitled to direct the release of an appropriate amount of cash detained under s.42 Drug Trafficking Act 1994, for which forfeiture had not yet been ordered, for the purposes of meeting the respondent's legal expenses under s.42 and/or s.43 of the Act.
